The Birmingham Pollution Problem That Has Nothing to Do With Exhausts

Since the Clean Air Zone came into force, the conversation about Birmingham’s air has been almost entirely about engines. Which vehicles are compliant, who pays the daily charge, whether the boundary is drawn in the right place. That framing has been useful and it is now incomplete, because a growing body of research points to a source of urban particulate pollution that no emissions standard addresses and no charging scheme captures.

What Non-Exhaust Emissions Actually Are

Every time a vehicle brakes, corners or simply rolls along a road, material is worn away. Brake pads shed particles, tyres abrade against the surface, and the road surface itself degrades and is thrown back into the air by passing traffic. Collectively these are known as non-exhaust emissions, and unlike exhaust output they are not filtered, not regulated by Euro standards, and not reduced by fitting a newer engine. As tailpipe emissions have fallen across successive vehicle generations, the proportion of road transport particulate matter coming from these mechanical sources has risen correspondingly.

Why This Matters More in a City Like Birmingham

Urban driving is exactly the pattern that maximises non-exhaust emissions. Stop-start progress through junctions, frequent braking, tight cornering and low average speeds all increase wear compared with steady motorway running. A city with Birmingham’s density of junctions, its ring road system and its volume of commuter and delivery traffic therefore generates more of this material per mile driven than a rural equivalent. Driving style makes a measurable difference here, and so does maintenance, since correctly inflated and properly aligned tyres wear more evenly and more slowly than under-inflated or misaligned ones. Neither factor is dramatic on its own and both are within an individual driver’s control, which is more than can be said for most air quality interventions.

The Electric Vehicle Complication

There is an assumption that electrification solves this, and it solves only part of it. Electric vehicles eliminate tailpipe emissions entirely and substantially reduce brake wear through regenerative braking, which recovers energy rather than converting it to heat and dust. What they do not solve is tyre wear, and in some respects they make it harder, because battery packs make electric vehicles significantly heavier than equivalent petrol cars and instant torque delivery places additional load on the contact patch. A city that electrifies its fleet will see exhaust emissions fall dramatically and tyre-derived particulate fall considerably less, which is a nuance largely absent from public debate.

What the Evidence Base Says

This is an area where the science has moved faster than policy. The Air Quality Expert Group reporting to the Department for Environment, Food and Rural Affairs has examined non-exhaust emissions from road traffic and concluded that these sources now represent a substantial and growing share of particulate matter from transport, with no current regulatory mechanism addressing them in the way exhaust emissions have been addressed. That conclusion has uncomfortable implications for any city whose air quality strategy is built principally around vehicle emissions standards, Birmingham included, and it suggests the next phase of the conversation will need to be about traffic volume and vehicle weight rather than only about engine type.

Where Tyre Particles End Up

The particles do not simply disperse. Larger fragments accumulate on road surfaces and are washed by rain into drainage systems and ultimately into watercourses, which has made tyre wear a recognised contributor to microplastic pollution in rivers as well as an air quality issue. Smaller particles remain airborne long enough to be inhaled, and it is this fraction that carries the health concern. For an inland city, the watercourse route matters locally, since what washes off the Aston Expressway does not disappear.

What Individual Drivers Can Reasonably Do

The honest answer is that individual action addresses a modest share of the problem and is still worth taking. Smooth driving with gentle acceleration and early, gradual braking reduces both tyre and brake wear noticeably. Keeping tyres correctly inflated reduces wear and improves fuel economy at the same time. Getting alignment checked after pothole damage prevents the accelerated, uneven wear that scrubs rubber off far faster than normal use. Choosing to walk, cycle or use the tram for short urban journeys removes the emissions entirely, and short urban journeys are precisely the ones that generate the most wear per mile.

The Policy Question Nobody Has Answered

For Birmingham specifically, the interesting question is what a second-generation air quality strategy looks like once the easy wins from exhaust regulation are exhausted. Charging non-compliant vehicles addresses one source and leaves another untouched. Vehicle weight, which is rising across the fleet as SUVs and electric models proliferate, has no regulatory lever attached to it at all. None of this diminishes what the Clean Air Zone has achieved, and it does suggest that residents should be sceptical of any account of urban air quality that treats the exhaust pipe as the whole story.

Worth Knowing, Whatever You Drive

For anyone living in or driving through the city, the practical takeaway is modest but real. The vehicle you drive matters, how you drive it matters, and how well you maintain it matters, and the third of those is the one most people never connect to air quality at all. It is unusual for a maintenance task to have a public health dimension. Checking your tyre pressures is one of the few that does.
